Pamayanan sa Baybayin ng Laguna de Bay: Sipat-suri sa Problema ng Pagbaha sa Konteksto ng Likas-Kayang Pag-unlad / Lakeshore Community along Laguna de Bay: Analyzing the Flood Problem in the Context of Sustainable Development

Abstract

Layunin ng papel na ilarawan ang pamayanang malapit sa baybayin ng Laguna de Bay na nakararanas ng pagbaha. Ginamit sa pagsipat-suri ang limang ari-ariang bahagi ng Sustainable Livelihood Framework upang mailatag ang kabuuang pagtingin sa kalagayan ng mga taong nakararanas nang matagalang pagbaha sa kanilang lokal na pamayanan. Nagsagawa ng sarbey sa 150 sambahayan at suportado ng datos mula sa saliksik-arkaybal at impormal na pakipagkuwentuhan sa ilang lokal na mga residente. Natuklasang 48% ng populasyon ay mga bata, 66% ng mga puno ng sambahayan ay walang permanenteng trabaho, 6% lamang ang nakatapos ng kolehiyo, ang mga bahay ay gawa sa mahihina at tira-tirang materyales, at hindi organisado ang mga tao para lumahok sa politikal na proseso ng relokasyon. Mahalagang matugunan ng Pilipinas ang problemang may kaugnayan sa disaster lalo ang matagalang pagbaha sapagkat labis itong nakaaapekto sa pang-araw-araw na pamumuhay ng mga tao sa pamayanan. The paper aims to describe a lakeshore community along Laguna de Bay that experiences flooding. The frame for analysis was based on the five assets of the Sustainable Livelihood Framework to present a holistic perspective on living conditions of people experiencing prolonged flooding in their local community. A survey was conducted among 150 households and supported by data from archival research and informal conversations with some local residents. It was discovered that 48% of the population are children, 66% of household heads do not have a permanent job, only 6% finished college education, houses are made of light and salvaged materials, and people are not organized to be involved in the political process of relocation. It is imperative for the Philippines to address disaster related problems, especially prolonged flooding due to its drastic effects on daily lives of people in the community.
