Ang Polisiya ng Hukbong Kasundaluhan ng Estados Unidos Ukol sa Pagkiláala sa Yunit ng mga Gerilya sa Pilipinas: Ang Kaso ng Lalawigan ng Tayabas, 1942-1948 / The Policy of the United States Army on the Recognition of Guerilla Unit in the Philippines: The Case of the Province of Tayabas, 1942-1948

Abstract

Pagkatapos ng digmaan, binuo ang People’s Court upang litisin ang mga PilipinoFilipinong nakipagsabwatan at nakipagtulungan sa pamahalaang Hapones samantalasamantálang inatasan naman ng pamahalaang Amerikano ang Hukbong Kasundaluhan nito na bumalangkas ng polisiya para kilalaninkilalánin ang yunit ng mga gerilya na nakipaglaban para sa liberasyon ng Pilipinas. Iginiit ng Estados Unidos ang pagbubuo ng People’s Court sa Pilipinas kapalit ng mga programa para sa rehabilitasyon samantalasamantálang inisyatiba naman nila na bigyan ng karampatang remunerasyon ang mga PilipinoFilipinong gerilya na nakipagtulungan sa kanilang puwersa para sa pakikipaglaban sa sundalong Hapones. Sinisiyasat sa pag-aaral na ito ang karanasan ng Lalawigan ng Tayabas sa yugto ng pagpapatupad ng polisiyang ito ng pagkilalakilála sa yunit-gerilya sa Pilipinas. Kaugnay nito, tinatalakay sa pag-aaral ang iba’t ibang uri ng irregularidad na kinasasangkutan ng mga pinuno ng gerilya para sa kanilang paghahangad ng kapangyarihang politikal. Ipinapakita sa pag-aaral na hindi nagtagumpay ang mga pananamantala ng mga pinuno ng gerilya sa kasapi nito sapagkat nabuo sa Lalawigan ng Tayabas ang mga grupong nag-uulat sa Guerilla Affairs Division patungkol sa pagkakaroon ng mga pekeng gerilya. Maliban Bukod pa rito, pinapaksa sa artikulong ito ang hidwaang politikal ng mga pinunongpinunong gerilya na nag-ugat sa pagnanais na mapagkalooban ng pagkilalakilála ng PHILRYCOM. After the war, the People’s Court was formed to prosecute Filipinos who conspired and collaborated with the Japanese government while the United States government ordered its military to formulate policy for the recognition of guerilla unit that took part in the struggle for the liberation of the Philippines. The United States insisted the organization of the People’s Court in exchange for the rehabilitation program but it was their initiative to give appropriate remuneration to Filipino guerillas who had extended military assistance to the U.S. Army against the Japanese soldiers. This study investigates the experience of the Province of Tayabas during the period when the recognition policy was implemented in the Philippines. In relation to this, the study discusses the different types of irregularities involving guerilla leaders who were yearning for political power. It also shows that the abuses perpetrated by the guerilla officers against their members have not succeeded because there were organized groups in the Province of Tayabas reporting directly to the Guerilla Affairs Division about the existence of fake guerillas. Moreover, this article tackles the political conflict of the guerilla leaders rooted in their desire to be awarded recognition by PHILRYCOM.
